Guests even played tennis on the roof.<\/p>\n\n\n\n<p>It was built by Henry Rance who was Mayor in 1878 and 1882 \u2013 when he held council meetings in his dining room – and included a ballroom whose floor was laid by experts brought specially from Germany. Collier, was the prime mover in the emerging Confederacy to reject calls to abandon slavery in the south. <\/strong>He said it would not be fair to their foreign partners, including the monarchies of Europe! (cheap labor).<\/p>\n\n\n\n<p>August 9, 1861<\/p>\n\n\n\n<p><a href=\"https:\/\/digital.lib.ecu.edu\/24010\">https:\/\/digital.lib.ecu.edu\/24010<\/a><\/p>\n\n\n\n<p><strong>Robert Ruffin Collier (1804-1870),<\/strong> son of Nathaniel Collier and grandson of Major John Collier III, who fought in the American Revolutionary War<\/p>\n\n\n\n<p><strong><a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Edmund_Ruffin\" target=\"_blank\">Edmund Ruffin, III <\/a><\/strong>(January 5, 1794 \u2013 June 18, 1865) was a wealthy <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Virginia\" target=\"_blank\">Virginia<\/a> planter who served in the <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Virginia_Senate\" target=\"_blank\">Virginia Senate<\/a> from 1823 to 1827.<sup><a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Edmund_Ruffin#cite_note-1\" target=\"_blank\">[1]<\/a><\/sup> In the last three decades before the <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/American_Civil_War\" target=\"_blank\">American Civil War<\/a>, his pro-slavery writings received more attention than his agricultural work. He has since become known as “the father of <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Soil_science\" target=\"_blank\">soil science<\/a>” in the United States.<sup><a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Edmund_Ruffin#cite_note-kirby-3\" target=\"_blank\">[3]<\/a> <\/sup>Ruffin is credited with firing one of the first shots from <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Morris_Island\" target=\"_blank\">Morris Island<\/a> against the federally held <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Fort_Sumter\" target=\"_blank\">Fort Sumter<\/a> on April 12, 1861, which is generally considered the military event that initiated the war; the actual first shot against Fort Sumter was a signal shot by Lt. Henry S. Farley from <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Fort_Johnson_(South_Carolina)\" target=\"_blank\">Fort Johnson<\/a> under the command of Captain George S. In the 1850 census, Robert R. Collier (who did not list an occupation on the residential census) owned 22 slaves in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Dinwiddie_County,_Virginia\" rel=\"noreferrer noopener\" target=\"_blank\">Dinwiddie county<\/a> (10 of them 6 years or younger),<sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Charles_Fenton_Collier#cite_note-8\" rel=\"noreferrer noopener\" target=\"_blank\">[8]<\/a><\/sup> and 13 slaves at two locations in Petersburg,<sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Charles_Fenton_Collier#cite_note-9\" rel=\"noreferrer noopener\" target=\"_blank\">[9]<\/a><\/sup> Charles Collier owned an additional 13 enslaved people in Petersburg in 1850.<sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Charles_Fenton_Collier#cite_note-10\" rel=\"noreferrer noopener\" target=\"_blank\">[10]<\/a><\/sup> Ten years later, R.R. Collier owned (probably eight) slaves at three places in Dinwiddie County,<sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Charles_Fenton_Collier#cite_note-11\" rel=\"noreferrer noopener\" target=\"_blank\">[11]<\/a><\/sup> and 18 enslaved people in Petersburg (including 2 black men, 7 black women of childbearing years and 6 children 6 years old or younger).<sup><a
