In Germany, years ago, (I must look which year) but it was when we had the swine flu visiting, the people discovered that the government personal, ministers, police etc. should get a completely different vaccine than they had for the general population. It really shocked the country and the millions of vaccines already ordered were not “used” in Germany. If I remember well they sold them to other countries
