Most precincts have a data card that is taken by hand in a vehicle to the county seat and placed in the central tabulator. Most central tabulators are “air gapped” meaning they have no Internet connection. Any rigging at the tabulator would be via physical access only. Physical access is generally restricted to only a couple of individual per county. Final totals are generally phoned in to the Sec of State of each state by the county’s election president.

Firewalls are typically put in place as a physical device or virtual between VLAN’s. Your scenario would require a white hat to first establish themselves as a “Man in the Middle” (MitM) via DNS hijacking or router misdirection, and then establish a firewall, and all without even knowning the IP address of the equipment to be protected. Then they would need to do this hundreds of times for each central tabulator in each county. This would be the most impressive technical feat in the history of the Internet. In other words, quite impossible to do undetected.

Perhaps the Democrats did try to rig the election. Those stories of bused in voters, individuals voting multiple times, and dead voters magically re-incarnating to vote Democrat do seem to ring true. However, this idea that white hat hackers protected the vote is not at all credible.
